Denver Public Highway Authority

Northwest Parkway, Jefferson Parkway and E-470 public highway authorities represent three alternative delivery entities in the growing Denver metropolitan area, providing convenient access to residential and employment centers, including the Denver International Airport. WSP USA provided the authorities with financial planning, organizational management, traffic and revenue analyses, P3 procurement advisory and contract negotiations support.

Strategic, Financial and Operational Support

We assisted the Northwest Parkway with bid evaluations and the transaction close, which was awarded the North American Transport Deal of the Year by Project Finance magazine. We also supported Jefferson Parkway with much of the preliminary analysis required to attract the attention of P3 investors. In addition, we have been E-470’s customer service center operator since 1997, managing a nationally recognized, award-winning toll facility.
